Shen Xiaoming said that the establishment of "hospitals" or special needs wards was a special policy implemented by the government when medical investment was insufficient. In the 1980s, the state gradually eliminated the differential subsidies for public hospitals, while allowing hospitals to raise their own funds. At the same time, due to the development of the market economy, some people have a higher demand for medical services. At that time, private hospitals had not yet developed, and major public hospitals set up special medical services. Now, the public finance will give more compensation to the public hospitals, so it is time to let the special wards withdraw from the public hospitals and return the resources to the basic medical treatment.

Shen Xiaoming said that Shanghai will spend three years preparing for the hospital to return the medical resources occupied by the “hospitals” or special wards of the original hospital to basic medical treatment, but public hospitals can still retain the existing special needs clinics. In the past, the high-end medical services carried by special needs wards will be concentrated in the two international medical parks located in Pudong New District and Minhang District.

Shen Xiaoming believes that after special medical services are divested from public hospitals, they can obtain a larger market space and better meet the demand for high-end medical services in Shanghai.
